Tutorial de Búsqueda en la Plataforma de Contratación del Estado

Buena noticia: El proceso de encontrar licitaciones públicas en España acordes a tu producto o servicio es absolutamente gratuito.

Sin embargo, sabemos que la búsqueda no es para nada fácil porque precisa de tiempo todos los días y de algo de conocimiento administrativo, sobre todo por la jerga utilizada en las publicaciones oficiales de contratos públicos o licitaciones.

Otra buena noticia es que hoy casi todo está concentrado en la Plataforma de Contratación del Estado o del Sector Público (PCSP para los amigos), completa o parcialmente, de forma que aprender a buscar en ella, te da toda la información de lo que necesitan los más de 16.000 entes del Sector Público español. Esto no era así hace unos pocos años: en otra época las licitaciones salían como setas en perfiles del contratante, en el BOE, en los Boletines Provinciales y Autonómicos, en los tablones de anuncios, en los periódicos de mayor tirada o locales. No te digo más.

Una de cal y otra de arena: la PCSP está diseñada para que los funcionarios o empleados públicos publiquen rápido sus anuncios y pliegos de licitaciones, protege bien las entregas de mirones y tiene alojadas las licitaciones de más de 10 años atrás con todo lo que cada una de ellas arrastra (constitución de mesa, aperturas de sobres, alegaciones, suspensiones, adjudicaciones, etc.) Estarás ante un elefante muy grande y pesado que se mueve lento y que a veces, ni se mueve. Ten en cuenta que estamos entrando miles de personas a la vez y eso tampoco ayuda.

Otra buena noticia: No es imposible encontrar algo en ella (aunque algún funcionario nos ha llamado para decirnos que no encuentra la licitación que publicó él mismo hacía unos días). Hemos reducido lo máximo posible el portal a las opciones justas y necesarias para realizar la búsqueda, de forma que siempre puedas entrar en la misma página y poner las mismas opciones para buscar.

No te desanimes si al principio parece complejo, los campos tienen nombres extraños a los que deberemos habituarnos (como pueden serlo por ejemplo las siglas CPV: Vocabulario Común Publico), pero después de hacerlo varias veces y adquirir cierta costumbre descubriremos que cada vez requerirá menos tiempo. La CPV de tu producto o servicio es siempre la misma y, una vez que la identifiques, todo viene rodado.

Do not be discouraged if it seems complex at first, the fields have strange names to which we will have to get used (such as the acronym CPV: Common Public Vocabulary), but after doing it several times and acquiring a certain habit we will discover that it will require less and less time.
